On the 6th of April, the National Development and Reform Commission and the Ministry of Health jointly issued the "Circular on Issues Concerning the Pilot Project of Reforming the Types of Disease Collection Fees." The charging standards should be based on the reasonable cost of compensation for medical services and reflect the medical value of medical technology and medical personnel. The cost of services calculated according to the type of disease shall include the expenses incurred by the patient from diagnosis of admission to discharge to the treatment standard. In principle, no additional fees may be charged outside the cost of the disease. At the same time, the health administrative department shall establish and improve the system for reimbursing new rural cooperative medical personnel for reimbursement according to the type of disease, reasonably determine the proportion of co-payments for participating personnel, and gradually reduce the burden of individual personal expenses. The health department must establish a monitoring and evaluation mechanism and indicator system for disease-type fees, and monitor the changes in various evaluation indicators of medical institutions.
