The first is to consolidate and expand the scope of implementation of essential medicines. We will implement government-run basic medical and health institutions to implement the basic medicine system and encourage qualified localities to include village clinics and non-government-level grassroots medical and health institutions in the implementation of the basic medicine system.
The second is to step up research and adjustment of the national basic drug directory (baseline) to better adapt to the needs of the people. On this basis, the establishment of a complete version of the basic drug catalog for use by medical and health institutions at all levels was started in due course.
Third, in accordance with the "Notice of the General Office of the State Council on Issuing the Guidance Opinions on Establishing and Standardizing the Basic Drug Purchase Mechanism for Basic Medical and Health Institutions of the Government," the procurement and distribution of essential medicines must be done well.
The fourth is to strengthen the management of the distribution and use of essential medicines, ensure that all basic medical and health institutions run by the government are equipped with basic medicines, and zero sales are implemented.
Fifth, complete the basic drug reimbursement payment policy to ensure that the proportion of basic drug reimbursement is significantly higher than non-essential drugs.
Sixth, it is to carry out monitoring and evaluation of essential medicines in basic medical and health institutions and strengthen the monitoring capacity building.
Seventh, encourage medical institutions at or above the county level to explore and implement the basic medicine system.
Eighth, through the assistance of counterparts, the guidance for the rational use of drugs by primary hospitals at higher levels of hospitals is strengthened.
